Several barriers have to be overcome in order to realise the plans of SHHP.  The most crucial one is considered to get access to a large fleet of cars. Road cars and busses based on combustion engines can be commercialised earlier than fuel cell powered vehicles. However, fuel cells can be introduced in a number of early markets such as city busses and small cars and materials handling and other speciality vehicles.

SHHP considers such combined use of combustion engine vehicles and fuel cells for early transport markets as a cost efficient approach that will prepare the infrastructure for a future commercial use of fuel cell road vehicles.
